Mr Grindlé 'e letter of the 11th inst. has been considered by the Council, as also the accompanying copy of a draft ordinance proposed by the officer administering the Government of Hong Kong, intended to deal with champertous and fraudulent litigation and touting and profit sharing by
solicitors.
The Council have also considered a statement by the Attorney General of Hong Kong of the objects and reasons of the previous Ordinances on the same subject and the sections of the Indian Legal Practitioners Act Nols of 1879, to which their attention has been directed.
I am to add (1) that the Council appreciate Lord Milner 's action in submitting the new 'draft Ordinance for their consideration and observations; and-'
(2) that the Council entirely approve the principles of the
